When established systems, assumptions and management models begin to crack, organisations enter an uncertain territory: the space between what no longer works and what has not yet fully emerged.

In this keynote, Toby Lowe and Åsa Olsson explore how public services can move beyond the logic of control, targets and performance management towards approaches centred on learning, relationships and human capability. Drawing on the Human Learning Systems framework and real-world experiences from Swedish healthcare workforce planning, they examine what it takes not only to challenge existing systems—but to build viable alternatives.
